A couple of months ago I bought some bathroom furniture from an internet bathroom company. I paid for the items using my Laser card and the payment was made through a payments company MoneyBookers.
Fast forward some weeks and I never got the items. This bathroom company turns out to be a one man show and the warehouse he ordered from wouldn't give him the items due to a previously unpaid invoice. He verbally promised me a refund over 3 weeks ago. He says he will pay but I don't think he will - he says he doesn't have the money currently.
I had to re-buy the items elsewhere and am out of pocket €800!
I have done everything I can think of doing to try and get my money - started small claims courts proceedings (but if he has no money this will be nothing but a moral victory), made a complaint about him to the National Consumer Agency and complained about him to the payments company.
Primarily it'd be easier to reverse the transaction. My bank (National Irish Bank) have closed the door on this option. They say it's because I made the payment with Laser and not a credit card and thus I have no protection. If I don't like this I could file a complaint with the Financial Ombudsman about them but I don't know if there is any point in doing this.
The National Consumer Agency website says chargebacks are possible with both credit and DEBIT cards.

has anyone's bank ever done a chargeback for them on a laser transaction??
If they have it might be worth pursuing my case with the bank. Does anyone have any advice as to anything else I could try?
