Buying a new hard drive might be a viable option of the PC is otherwise OK for your needs. You could then either install it as an additional storage drive and move non application/data files onto it from the existing one, or clone the old drive onto the new one and then use a partition manager to make sure that the full capacity of the new drive (if bigger than 30GB) is available, then swap the drives so the new one is now the boot drive and the other one is available for deletion and general storage. You will need some technical expertise - or be prepared to learn some - to install the drive and do this cloning/repartitioning and formatting etc. An external disk is also an option and easier to install but will be more expensive than an internal drive and will not allow the option of cloning the boot drive as outlined above. I'll supply, fit and install a new IDE 80GB drive for you for €300 if you're stuck. Cheaper than a new PC. Just. :D
