Grounds of apartment complexes ever taken in charge?

Just wondering do the council ever take in charge the common areas (roads/lawns etc) of aprtment complexes and if not, why not?It seems a little unfair to take housing estates in charge but leave apartment owners to bear the costs themselves.

Councils rarely take grounds maintenance in charge any more for any type of development. Roads, lighting and sewage are different issues and should be taken in charge in all developments.
