Government levy-unused card!

I would really appreciate a reply to this. I applied for a tesco credit card many months before it arrived. I had actually forgotton I had applied and in the end went with MNNA.

When the TESCO card arrived I rang tesco and said I didn't want the card. They said that it would't be activated unless I used it. As a result I cut up the card. End of or so I thought...
Then out of the blue a balance transfer took place (without my permission)
1900euro was lodged from Teaco credit card in to my old visa account with BOI which was already closed.

I then had to go to the trouble of getting this money from Bank of ireland and posted a cheque to TESCO This cost me money!
Notably what really annoyed me was that TESCO lost my cheque. They had lodged it somewhere else and not in to my accout. As a result I had to phone TESCO on numerous occasions dealing with the most ridulous comments from their customer service people who really kept passing me from pillar to post.
Finally I got bank of ireland to give me a copy of the cheque and I faxed it to Tesco. Eventually they found my cheque and the cheque was lodged. Then I got a bill for late payment eventhough it was Tesco who had lost my cheque. They evetually sorted that!

I received my post and a lovely letter looking for my government levy fee for this card that I DIDN'T ASK FOR IN TH FIRST PLACE AND THAT I DIDN'T ACTUALLY USE.

As I haven't used the card do I still have have to pay this fee????

Yes you are liable to the €40 stamp duty on every credit card you hold. This is charged annually in April or when you close your credit card account, whichever is sooner. Whether you use your credit card or not, that is completely your prerogative.

Don't bump posts. Expecting replies within a 4 hour period on a Sunday evening in unrealistic.
