goverment stamp duty when switching credit cards

Hi,
I had a mastercard with ulster bank which I recently changed to a zinc credit card from the same bank. I cancelled my original card but have since found that i have been charged stamp duty on closing this card and i will also have to pay the same again on the new card. Is this right? I thought the last budget made it easier to switch cards, although all I have done is upgraded. Is it not possible now to change credit cards without incurring stamp duty charges with each change?

When did you switch your card???? If you closed your mastercard after April 1st, then you did have to pay the stamp duty on that card but won't have to pay stamp duty on new card until 1st April 2006 (different tax period).
