I want to give some cash-gifts to nieces and nephews who do not have Irish (euro) bank accounts. The funds will come from my UK (sterling) current account.

What is the cheapest and easiest way to (a) change £10,000 to euro and (b) give it in the most cash-able form to five nieces and nephews, one of whom is 18, still living at home and dependent on his mum and doesn't yet have an income or bank account?

You are being generous enough as it is. Give them a sterling cheque. I am sure their parents have bank accounts. The child can endorse the cheque and the parents can clear it through their bank accounts.
