I don't know if it's cheap but Tara Leather on Tara St is meant to be very good.
 
Don't go to a cheap heel bar as you will most likely only be wasting your money. A proper shoe repair shop is generally far better. If the shop mentioned above is the one which is in Tara St. a long time and is quite near to the bridge then it is very good.

I think there's a good repairer also near to the ProCathedral.
 
There are two on Talbot Street, one near the junction with Gardiner Street and one closer to the junction with Marlborourgh Street.

That's the one. Mr gnubbit was very pleased with the job they did fixing up his battered old Birkenstocks.
 
There's one in the Stephen's Green shoppping centre - on the first floor, a few door from diffneys.
