Getting replacement key for Diahatsu Fourtrack 1999 with transponder?

A question for any of the petrol (or diesel) heads here.
A friend of mine has lost the key for a Diahatsu Fourtrack 1999.
He got a key cut from the Reg or VIN number but it won't start the engine.
I am assuming the key has either no transponder or has a transponder not coded to the engine.
Is it possible to get a key coded to the engine without having the original transponder? Or any other way to get things working?
Given that Diahatsu seems to have disappeared as a car brand.

A car key replacement specialist should be able to do this. It might involve the removal of a module from the steering column to program the key on a computer and then refitting the module. I got this done for a mitsubishi and the cost was a lot less than quoted by a mitsubishi dealer.
