Getting a professional to handle negotiations when buying

Has anyone done this? I know there are a number of companies offering this service. Fees are in the region of 0.5 per cent of purchase price. In this difficult market it is vital not to overpay for property. For someone who has only bought new property previously would it be recommended when buying a second hand house?
 
I've always wondered why the fee doesn't incentivise the agent more. e.g. if selling for €500K, rather than giving the agent 1% (= €5k), offer them 10% of everything above €450K. Still the same comission if they get the same price, but gives them alot more incentive to squeeze the extra 10-20 K. Opposite applies to buying.
