getting a power of attorney

Hi,

im acting on behalf of a family member and need to get a power of attorney quickly. he is in a foreign country.

My question is what does the power of attorney consist of?(is it a document?)
and can it simply be mailed?

Yes it is a document and can be mailed or even emailed and printed off on the other side. An affidavit or statutory declaration accompanies it and he will have to have it completed in front of a notary public in that country and then mail it back.
