Gas boiler not in use - needs to be serviced?

I have an apartment that I rent out, with gas central heating. The tenants do not use the heating at all (they prefer to use electric heating) and have not used the boiler in about 2 years. The boiler was last serviced about 18 months ago. Is there any need to service it at the moment if it is not in use at all?
 
I would probably say more so a reason to get it serviced. Boilers of any sort should be run for at least 30 minutes per week to ensure maintenance.

As a landlord, surely you have a legal requirement to be ensurring that all appliances are safe and in working order? I always used to ensure I saw a gas safety certificate and servicing certificate for boilers. If tenants don't use the heating, that's their perogavtive. If you don't want it in the apartment have it permanently disconnected.
 
Second that. Get it serviced. It wont cost the earth. There's a list of gas registered contractors for your area on rgii.ie. Make sure whoever does the job is on this list.
