Gas boiler for GFCH pilot light on but not using it.

I have a Gas Boiler in apartment I am in process of (slowly) moving into, noticed last night that the pilot light? (little flame in window) is on, and am assuming it has been on for last few weeks. Should it be? It's a Glow Worm Space Saver 38, the dial is set to off, and all the radiators are cold (assuming off).

There is also a disceprancy between the gas meter now and the meter reading when the apartment was handed over - presumably because the pilot light being on is burning some gas? I'm assuming it is safe to leave this on even if not in use?

I'm trying to source a manual for the boiler, and realistically would expect to replace it but want to be happy that it's safe as is in the mean time, but trying to avoid a service callout if possible.
