Gas bill reduction - good value ?

Just got my latest bill with the announcement of an average 10.3% reduction in gas bills.

Old Standing Charge: Euro 45.31 per bill
Old useage rate: 3.604c per kWh

New Standing Charge: Euro 50.00 per year
New useage rate: 4.509c per kWh
(all excl VAT)

Customers are automatically put onto the Standard Rate (if annual useage is < 73,000kWh) and must apply to go onto one of the other tariffs;

Winter tarrif;

Standing Charge: Euro 200 per year, refund of Euro 150 during winter
Rate: 4.509c
Here, they are basically using the non-winter months to subsidise the winter months useage.

No standing charge;

Rate: 6.044c (up to 3490 units used, or 40,155kWh)
Rate: 4.509c thereafter
