Garrai Dhonaill, Galway - Is it a local authority estate?

Is Garrai Dhomhnaill, at the back of Cimin Mor, Cappagh Road Galway a local authority housing estate?
Anyone any idea what the estate itself is like - is it rough/friendly/safe etc.?
