Garda Commissioner before Public Accounts Committee

Is this the first time (today - Nov 13 '08) that the Garda Commissioner has agreed to make himself available for an accountability examination before the Public Accounts Committee ? I seem to remember previous commissioners objecting strenuously to such a request.
