Garda Blue lights procedure

Wondering if anyone knows what Garda correct procedure is when a vehicule has stopped for them. Are they required to keep the warning Blue lights on as they get out and question you?
 
I wonder does it depend on the safety of the situation. I would appreciate the lights on if the Garda stopped a vehicle on the side of a motorway so I could keep well out from them as I passed.
 
Is this in the same realm as the notion that a Garda has to be wearing his or her cap?
 
They should keep their blue lights on for the duration of the stop. That is best practice.
