Gambling debts - unenforceable?

I heard recently that gambling debts are unenforceable in law. I wonder if it is true, or an urban myth? From googling, I understand that under the Gaming Act 1845 in the UK , this is true, is it the same in Ireland?
 
Bookies certainly don't have to honour a winning bet so I believe the reverse is also the case (I'm not a solicitor though).
 
In a very similar vein, I heard that a "slate" (i.e drinks received from a publican on the promise of paying at a later date) is also not a recoverable debt in law. In other words an "IOU" agreement between two people is not enforcable in law?
 
I would also imagine if the debt were run up on a CC then it would not be regarded as a gambling debt. It would be up to the card issuer to take whatever action necessary to recover their money.

If the opposite were the case, everyone would go online gambling, take their winnings and refuse to pay their losses, if they lost,
