Nationwide Gable Wall Issue

Would appreciate if anybody has any view/advice/experience on the following gable wall issue:

There is a gap of 4 metres between gable wall of my house & next property to allow entrance to a block of apartments-the apartment company have built (without consultation) a shrubbery on about 2 feet of topsoil tight against gable wall of my house which is caususing dampness on inner face of gable wall in my house-the electricity company (also without consultation) have installed a number of electrical "boxes" to service the block of apartments tight against the gable wall which prevents me from maintaining the wall-do I have rights in this matter?Would appreciate some advice. Would appreciate if anybody knows if the owner of a gable wall has right of access for maintenance if it is located on an entrance to another property?Thanks.
