Frozen pipes

My neighbour (other side of semi) has no flow on her kitchen tap. I explained that this is the only tap in the house that comes straight from the mains and that it must be frozen underground and that there is nothing that I can do.
Am I missing something, is there any plumbers that can advise me
 
I think you are right. Try pouring hot water on the pipe to unfreeze, if you can guess where it is. It can’t be that deep underground (not a plumber)
 
Thanks, it's a long run from the back of the house to the mains at the front, It will take a lot of water plus most of it is under a concrete path They don't seem to put pipes deep enough when building in Ireland. Fortunately I have a patio giving extra depth
 
Make sure the stop cock is fully open.
Make sure the main valve on the road is open.
Make sure filter on kitchen tap is not blocked.

Did the have flow and it dropped quickly ?
 
I would just wait for the thaw tomorrow, usually more damage is done trying to unfreeze pipes etc, maybe a hair dryer along the exposed section of pipe to house. Usually there is a reservoir tank in the attic for hot water and central heating systems, can use that if it hasn't been emptied or pipes frozen in the attic
