What is the normal practice when laying foundation walls? Some people recommend that the outer row of foundation blocks be laid on there flat and the inner row on its edge. This seems a little excessive to me. Does anyone have any experience with this?
 
the rising walls need to be constructed as a solid 310 wall.. for structural reasons.... this is achieved by laying 1 block on edge and 2 on flat, and the next course reversed.....

the cavity should only start 215mm below the proposed finished floor level.

This is standard seamus, we have done it to our house last year. when it reaches ground level. it becomes 100mm inner leaf block - 100mm cavity (60mm insulation inside this) - 100mm outer leaf wall.
