Form 12 return

Is a Form 12 return mandatory for each year if no additional earnings were made, no expences etc? We recently submitted a Med1 form and revenue will not proceed without Form 12 returns for 2003 & 2004. Thanks

I don't think so. I have made claims and payments of tax over the past many years and never had to do a Form 12 return. In particular I made some MED1 claims for 2002, 2003 and 2004 and they were processed without any hitch. However if Revenue ask you to do a Form 12 return then you are obliged to do so.
