Foreign income & Irish tax return

As a PAYE individual I normally do my Tax Return online. My returns for my foreign properties have been done in the countries in question & I now want to bring my Irish tax up to date. Both countries have double taxation treaties with Ireland.

If I do my return through the ROS PAYE system it allows me to return my foreign income with deductions for tax paid but does not allow me any input for expenses other than tax.

Do I have to register separately for Pay & File to be able to do such a return?

Also I've just realized that I should have registered my foreign bank accounts. Where exactly does one do this ?
