Foreign Earnings Deduction

Reading the Sunday Times yesterday, there was an article on reducing your tax bill. One thing mentioned was the refund of PAYE tax paid (a portion thereof) if you worked outside Ireland & UK for more than 90 days etc. I was sure this scheme was abolished a couple of years back. Anyone know for sure?
