I applied for first time Fis over 9 weeks ago and was advised by the office it is with the welfare inspector can anyone tell me what the welfare inspector does with your application my friend applied the same time and heard back and got rewarded her amount within 3 weeks.

If you there is self employment or employment for a family member, involved in your claim it goes to the inspector.
