What is the difference criteria wise between a First Time Buyers Mortgage and a Home Movers Mortgage? Is it just that one pays stamp duty when buying second time round?

There are no legal or tax differences any more, as far as I am aware. Don't both pay stamp duty?

Lenders may have different lending criteria e.g. 90% for a First Time Buyer but 80% for a Home Mover.

There are a few things that you should do whenever you take a mortgage.Finding a good broker is first step. The Financial Forum always helped to find the best rates and helped to save money when i refinanced my condo in Vaughan. Even i think only the lending criteria changes. You have to pays stubs for any mortgage.
