First Car for 18 Year Old.

Hi folks,
My son is on the look out for his first car and I was wondering what was a good starter.
I was looking for one that isn't loaded by Insurance companies.
I was thinking from 2008 on for the road tax saving and something that is reliable.
H e has a full drivers licence on "n" plates - What would you suggest.

Only suggestion is a banger. One that is roadworthy. And one that cannot go too fast.
 
You will only get reasonable(relatively speaking) insurance on a very small engined car,so the tax isn't very relevant in the equation.
