Fire Alarms Systems' Standards.

I moved into a new apartment in 2004, so wrt Fire Alarms Systems it is governed by I.S. 3218:1989. I don't have a copy of this tome myself, but does anyone know if according to this standard internal smoke/heat detection units within individual apartments have to be connected to the communal alarm?
 
The heat detection i.e. flames should be coonected to the central alarm for the block. An activation will sound a very loud siren type alarm throughout the block.
The smoke detectors in the individual apartments usually are not connected as they are activated by smoke from burning toast etc.
However standards have changed and insurance companies are becoming very stringent in relation to meeting higher alarm standards

I'm pretty sure that is the current standard, but is it the standard in 3218:1989 (not 2009 or 2013)?
