When I bought the house, the foundations and walls of a garage were included. It needs a roof, a concrete floor a window and 2 doors ( one white pvc and one wooden double (entrance) door). It needs gutters, and electricity points, and I would want the attic floored incl simple stairs. There is no plumbing required. The size of it : roughly 19' x 14' and 14' high.

I just fell of my chair when I received the first quote: 16 K. Does this sound like a reasonable quote ?
 
16k sounds a bit steep are you also including velux windows in the roof? I would think for a basic stairs and cheap and cheerful flooring it would be more like 10k! Assuming that you also need to plaster the garage? Depends a lot on the style of double door that you will be using also as these can vary a lot in price!
