Fingal development levy on extension

To extend a property in Fingal county by more than 40 sq m you have to pay 150 Euro per sq m. Does anyone know how and when this levy is adjusted. If it goes up this next year, do you pay according to when the extension is finished or when you are approved planning permission. Also do you have to pay it all up front?
 
I think it is adjusted every year based on changes in the Tender Price Index. When and if you get planning permission you will get a letter telling you what amount you owe Fingal Coco. for development contribution/levy /tax/bloodsuck. ''The phasing of payments and the giving of security to ensure payment shall be agreed in writing with the planning authority prior to the commencement of the development'' ...so no you don't have to pay it all up front but you do have to work out a schedule of payments.
