Fill Oil Tank before it is Connected

I am at the stage in my project where I have electricty on and the next step is to crank up the heating. My plumber is waiting for the delivery of the Twin coil tank (expected later in the week), everything else is in place, Boiler, water running through the system etc

The oil tank is in place but not connected. To speed up the process is it ok to order some oil or does the oil tank need to be connected first. I know it will only take an extra day in real terms but anything to speed the process up.
 
I doubt that filling the tank before it's connected up to the boiler is a good idea for obvious reasons!
 
Most oil tanks should have a filter and stop tap as near to the tank as possible for isolation so there's no reason to wait if it's turned off
 
only thing is if you need to lift it slightly or adjust to the left/right for the final connection, you won't be able to lift the full tank, while the empty one will be easier to handle.
