fees for using maestro/visa debit cards

During a visit to Northern Ireland last week , i used my UB laser/maestro card, today I discovered I had been charged a fee for this facility (around 3 euro in total- apparently currency exchange fees). If I had simply withdrawn the cash from a machine this fee would not have been charged.
Does anyone know if its the same scenario with the Halifax Visa debit card if used in Uk??

From Halifax's fees and charges leaflet (available online)

International Charges:
Non Euro ATM withdrawals 1.75% of transaction value
Non Euro Debit Card payments 1.75% of transaction value
 
thanks, saw that on their website, more or less the same as Maestro.
