FAS Contracts

I am not sure if this is even the right forum but can anyone advise how or where I might get information regarding FAS contratcs and how one might start the process? Is it done thorugh eTenders or do FAS have a dedicated site? Also, can one view who ultimately wins a contract in the event of being unsuccessful?
