The cuts were announced quietly by the dept and not in the speech. But my wife works in Agriculture and their phones have been hopping.

plus everyone has smelt blood, fear & weakness in the government at the moment - I'd say every lobby in the country is gearing up.
(p.s. I think the pensioners should give it a rest at this stage, if they continue to lobby it should be pointed out that they are lobbying for the wealthy who can well afford VHI and you can be damn sure they have it - knowing your care is free is no great consolation if its crap or too late)
