Family Home/ Stamp Duty

Could someone please tell me if you have to pay stamp duty when the family home is being bought by a family member?

What is value of property, is that the price being paid and who is buying from whom?

Maybe/maybe not, the same rules apply as between family members as a normal transaction, so the same potential reliefs are available, along with one further- consanguinity relief- where there is a charge to stamp duty and the transfer is between blood relatives only, the stamp duty is halved. ( sorry- post crossed with mf1)
