Extractor fan not connected to exterior on new house

Hi There been in our new house for a few months now and have noticed that while there is a vent on the exterior wall for the extractor fan over the cooker, it is not actually connected. I measured the holes and the outside vent/hole is about half a foot off center to where it should be. Builder said they put in charcaol filters and these are fine. Loked into it and they are nowhere near as good

Legally can I get him to complete the work as fitted hood came standard with house?

I would check back with your solicitor. I would imagine that you have a comeback. it would be a very poor state of affairs if not
 
Should have been caught in snag list!builder has option to not fit it,mind you in my house 7 years and only noticed my own was'nt connected!!
 
Most fans don't need a outside connection any more... if you haven't noticed it blowing steam into the room then its the correct type and you have no problem
 
You can filter oil and grease, but you can't filter steam or heat.

Do you mean that the outside hole is 6" away from the inside hole?

yes you can... not just don't ask me how it works, but it does... steam in one end , nothing out the other....
