Extra legroom: charge or no charge

Just booked a seat with Wizzair and noticed that they charge extra for the seats near emergency exits, selling them as "seats with extra legroom"
I have never come across this type of charge with any of the Irish airlines.
Are they missing out on a fortune, or would that be just illegal?

Aer Lingus charge for exit rows and the more forward rows of economy, as do most major airlines now (unless you're a member of their Frequent Flyer programmes).
