Exemption from registration fees with back to Education allowance

I came acroos the following from the Community Information Service If you are getting Back to Education Allowance (BTEA) you may qualify for exemption from the student contribution.Looking for details of this exemption as D.C.U says it does nt apply.
 
There's no mention that I can see on the page you linked to which states that there's an exemption from student contribution/registration fees for BTEA applicants.

What it does say is that you can't get both BTEA and a maintenance grant, but you must apply for the maintenance grant in order to get an exemption from the student fee. Is this what you read?

Although you are not entitled to a maintenance grant, you must still submit a maintenance grant application form to get your student service charge and tuition fees paid. Contact your local authority or VEC for more information.
