Executor rights

Can anyone let me know if the Executor of a Will is allowed to make a claim against the deceased's estate for work done for that person previous to that person's death.I have been told that such a claim would produce a conflict of interest as the Executor would then be a Creditor and could,if he granted his own claim,be seen to be in conflict with his role as Executor.
 
Assuming the work was in fact done and the claim is processed in the normal way, why would it be an issue???
