European small claims court

There is a big difference with the European small claims compared to the existing Irish system however; you don't have to be a consumer making a claim against a business.

A Department of Justice spokesperson says "the new procedure is actually much broader in scope that the Irish version. Potentially you can make claims for personal injury against an individual, or a business could take a small claim against another business."

What's to stop me using the European small claims system for internal Irish disputes, e.g. for situations the Irish small claims system doesn't cover? Is it legal for them to restrict it to trans-border disputes?
