Euro deposits abroad

Any idea if any foreign bank account (within the EU) are easy to set up with, have decent deposit rates and some sort of guarantee?
I'll be travelling through lots of European countries in the coming months and could do worse than to diversify my funds.
 
Rabo currently paying just 1.5% in Germany, but pay 2.25% in Ireland. The 1.5% doesn't even factor in German CGT! So if "decent rates" means "better than or equal to Irish rates" then you can strike Germany off your list.

Irish deposit rates are still above EU averages. You generally won't get better rates elsewhere in Europe.

All deposit in the EU have a 100,000 EUR state guarantee per person per financial institution.
