I hold a Medical Card under EU 1408/71 since 2008. My eligibility is under review by the HSE. They tell me that if I ever paid PRSI in Ireland, which I did, that I am not entitled to the Card under EU regulations, despite having UK State Pension and no Irish State Pension. Could this be true?

The conditions state the present tense and not whether a person has ever worked in Ireland.
 
I know someone who is in the same position. He is going to wait till march until he gets his 2014 notice of UK pension and then return forms with this notice and statement that:
1. He is in receipt of UKPension.
2. He is not contributing to the Irish social welfare system.
3. He is not in receipt of any Irish social welfare payment.
4. His position has not changed since issue of last card.
He gives information re his UK pension and his occupational pension and "not applicable" where the form requests information re means.
This procedure has been acceptable in the past for renewals of the card.

He needs to fill in just the ONE box for UK social security pension and mark the other 4 boxes as "N/A
