Estate not distributed, beneficiary cannot afford to sue

Letters of Administration taken out about 2 years ago but no progress on distributing to beneficiaries. There are four children (all in late middle age) and after death of mother, many years after passing of father who died intestate, Letters of administration taken out by one of the children who resides in family home. Three of the children are well off. The fourth child is estranged from rest and recently suffering financially. No budging on administering the estate and distribution etc. Blank wall. Fourth child understands that he can sue but is told by solicitor that a barrister needs to be paid 1k up front to study file and give opinion and that court procedure is likely to be costly. Fourth child has family obligations of his own and cannot manage to set money aside for this purpose. Seems the Succession Act is just words if one is without the funds to sue in order to get rights as a beneficiary. Would welcome advice.
 
Who are the executors of the estate?
who are the beneficiaries and what's the split?
Who has been left the family home?
Is the child in family home paying full market rent to the estate.
Is the child paying for the heating lighting water, household charge etc- insurance will be for the estate
Is the estranged child getting less than an equal share?
The house is the estate's, not the child's
