Energy ratings etc

Hi all, I have an old house, converted into 3 flats.

I am wondering about the new energy / ber ratings etc. etc
I have been renting them out for the past few years and being honest, ignoring anythgin to do with energy rating, ber assesments etc.

But one of them has soem dampness, so i am thinking of dry lining a few walls,..it got me thinking that rather than doign a quick job, i should do a proper one if i have to comply with certain regulations.

Do I need to get these 3 flats rated separately?
Do I need to ensure all the walls are dry-lined, new windows, etc. etc. or if I get a BER assesment does a list of recommendations come out of that, which i then go an implement?

Do they have separate meters? An energy upgrade won't eliminate damp spots, it could even accentuate the problem if you use composite drylining board.
 
Thanks Buildright,..yes all 3 flats have separate meters.
The damp is only onthe ground florr flat and localised to 2 walls, neither of which are dry lined,...

All advise appreciated,..thanks
