I'm not sure if this is the right place to post this but does anybody know anything about the "Energy Performance of Buildings Directive" and how it applies to new homes?

AFAIK, the Dept of Environment is responsible for it so there may also be info on its website

All planning applied for new dwellings from 1 July 2006 will be subject to an Energy Audit/Rating when they go on sale. However, having said that, there will be a delay on this as the software & personnel necessary to carry out the audits will not be made available until circa Dec. 06.

All existing dwellings will need an energy rating when put on the market from 2009. All rented accomodation/flats will need a rating from 2009 if being actively rented.
