Endorsement 10 years later

Hi all,
Wondering if anyone can help me out here.
I was convicted of careless driving ten years ago this december. In court I was fined £100 and told my licence would be endorsed. I paid my fine immediately when the letter arrived and thought that the endorcement would take effect immediately.
I got a duplicate licence in June 2003 and there was no problem.
Today, 10 years later, I applied for a new licence as my old one expires this month and was informed that the endorcement would be placed on my new licence as I never received it. Surely this can't be right or fair as when the offence happened I lost my job due to having a endorsement.
Who should I contact in relation to the above matter?
Any information would help.

You have to present your physical licence to have an endorsement recorded.

As it seems it was never presented, it was never recorded and thus was missed off your June 2003 duplicate.

As the directions of the court in relation to your endorsement were never carried out, the endorsement has been applied to your new licence.
