Employer won't pay back money owed - How do I get it?

I got laid off (with a number of others) from a company 3 weeks ago. At that stage we were owed back money for 3 weeks and promised 4 weeks notice as well.

Management said the company was out of money but would pay as soon as new investment came in. Some money has since come in but now they say they're waiting for other funds so the company can go forward with its product roll-out, and they won't pay us until then.

Meanwhile the skeleton staff left are definitely getting paid every week (and were paid the back money), management may well be paying themselves too but I don't know.

Surely this can't be legal? Is there any way I can force them to pay the money owed without having to hire a solicitor?

In situations such as this it's worth contacting the DETE employment rights section who will appraise you of your statutory rights should it be necessary to seek recourse to them.
