Employee with foreign posting - no e101

Hi, I write to see people's views as I'm aware of employee that had been working in UK for last year but for an Irish co.
Unfortunately no E101 was completed and now the child benefit are on asking employer if paye & prsi have been deducted and paid to Revenue (they were) and form E101 completed as they have been made aware of his travel.

has anyone any expertise with this? What are consequences for employer and employee?

In reality nobody is out of pocket but the rules were not complied with. ..
