Just thought someone would have some advise on this paragraph in my employment contract

There is an occupational pension scheme applicable to your employment. We do hold a contracting out certificate

Just want to find out what obligations my employers have to me regarding pensions, PRSA's etc

Sounds like your employer is a UK company.
They have a pension scheme (do you have the details?)
The "contracting out" refers to the UK scheme. It means that it is contracted out of the 2nd tier UK state social welfare pension structure (the "earnings related" element). It is not relevant to you (unless you are UK resident).
