early surrender to pension

so I was paying into a pension with new Ireland from 2000 - 2005 and then I stopped paying in , I had completely forgotten about this and only discovered I had it when I received an annual report before xmas , anyway I hurt myself last September and have accumulated significant bills since then , their is a clause which allows you to withdraw a pension early , my doctor could not say with absolute certainty if I wont recover fully but I have opinion from several professionals

technically they only release funds if the client is prevented from working , was wondering if this is indeed universally the case

sum is 13k , I paid in 11 k over five years

Ill health early retirement - you can withdraw benefits at any age if you are unable to return to work due to illness.
