Help E-bay taking 8.99 euro off me through pay-pal even though I did not sell my item,any advice?

You are typically charged an insertion fee, you are also charged if you use more than 1 picture, and if you promote your listing to appear at top of searches
Also they charge a fee based on your starting price or you buy it not price, further fee on your reserve if you have one

They make money if you don't sell, if you do sell they make even more
